The impact of hybrid warfare on Sweden

On 17 June 2026, AIES, in cooperation with the Austrian Federal Ministry of Defence, hosted an expert workshop entitled "The impact of hybrid warfare on Sweden's military strategic orientation, capability planning and civil military resilience."
Lisa Gustafsson, Director of Foreign Intelligence and Cyber Affairs at the Swedish Ministry of Defence, joined the workshop as a speaker. The event was moderated by AIES Director Michael Zinkanell-Süss.
The discussion centred on how Sweden, particularly since joining NATO, is adapting to hybrid threats and what consequences this has for the country's military strategic orientation, capability planning, and civil-military resilience.The conversation ranged from maritime security to the growing importance of airspace surveillance, cyber resilience, and psychological defence. Particular emphasis was placed on the importance of public trust in the armed forces for credible total defence.
Another key focus was placed on the challenges of identifying and attributing threats in the context of hybrid warfare, as well as the importance of international cooperation, within NATO, with the EU, and with individual partner states, for strengthening societal and institutional resilience.
