AIES Senior Research Fellow Ulf Steindl visited Washington, D.C., and Taiwan from 24 February to 9 March 2026 in the framework of the 2026 Taiwan-US-Europe Policy Program organised by the German Marshall Fund (GMF). Bringing together participants from both the United States and Europe, the programme was designed to deepen understanding of Taiwan’s strategic environment and to facilitate direct exchange with key actors from government, academia, civil society, and industry.
The visit provided an opportunity to gain first-hand insights into current developments relating to cross-Strait relations, democratic resilience, national security, and Taiwan’s broader international positioning. The Washington, D.C., portion of the programme focused on the U.S. approach to Taiwan, in particular on key political, security, and economic dimensions of U.S.-Taiwan relations.
During the Taiwan programme, Ulf Steindl took part in meetings and briefings with a broad range of institutions and stakeholders. These included diplomatic representations such as the American Institute in Taiwan (AIT) and the European Economic and Trade Office (EETO), governmental actors including Taiwan’s Ministry of Foreign Affairs (MOFA), the Mainland Affairs Council (MAC), the National Security Council (NSC), and Vice President Hsiao Bi-khim, as well as research and policy institutions such as the Institute for National Defense and Security Research (INDSR). The programme also featured exchanges with civil society organisations working on democratic resilience and societal preparedness, alongside visits to major actors from the business and technology sphere, including TSMC and the Taiwan Space Agency (TASA).
The visit thus contributed to a more nuanced understanding of the political, strategic, and societal dynamics shaping Taiwan’s current position. At the same time, it helped strengthen professional networks and foster exchange with institutions and experts working on Taiwan, Indo-Pacific security, and wider geopolitical developments.
The programme was supported by the Henry Luce Foundation, the Global Taiwan Institute, and the Taiwan Foundation for Democracy.
