Born on 16 July 1954 in Villach.

After graduating from the Neusprachliches Gymnasium Villach in 1972, Christine Muttonen studied English, American Studies and History at the Faculty of Philosophy at the University of Vienna. She then took on teaching and supervisory activities at the Höhere Technische Lehranstalt Villach until 1999. At the same time, she was a member of the municipal council of the city of Villach for three years.

Christine Muttonen focused on her political commitment from 1999 onwards. She was a member of the National Parliament of Austria from 1999 to 2008 as well as from 2008 to 2017. From 2000 to 2017, she was also a member of the Austrian delegation to the OSCE Parliamentary Assembly and a member of the Austrian delegation to the Parliamentary Assembly of the Council of Europe. In addition, she became Chairwoman of the Cultural Committee of the National Council from 2003 to 2009. Subsequently, until 2017, Christine Muttonen took over the position of spokesperson for the Social Democrats in the Austrian Parliament for EU and Foreign affairs, became Deputy Chairman of the European Affairs Committee of the National Council as well as a member of the Foreign Affairs Committee of the National Council and a member of the National Security Council. Since 2014, she has worked as Co-President of the Parliamentarians for Nuclear Non-Proliferation and Disarmament. In the following, Christine Muttonen has become increasingly active in the OSCE. Until 2016, she became Vice-President of the OSCE Parliamentary Assembly and Deputy Head of the Austrian Delegation. She then was nominated as a Special Representative of the OSCE Parliamentary Assembly for Central and East Asia and was elected President of the OSCE Parliamentary Assembly for one year.

After Christine Muttonen once again took up teaching activities at the Villach Higher Technical School from 2018 to 2019, she has been Honorary Consul of the Kyrgyz Republic, Carinthia since 2020 to date. 

Christine Muttonen is married and the mother of a daughter.
